Your WhatsApp quality rating is Meta's score of how customers have reacted to the messages your business number sends, shown as High (green), Medium (yellow) or Low (red) in WhatsApp Manager. It drops when people block you, report you or ignore your templates, and a low rating can get templates paused and, with policy violations, lead to restrictions on your account. The fix is almost always the same: send fewer, more relevant messages to people who actually opted in.
This guide explains what the rating measures, what Meta changed in 2025, why numbers get restricted, and how to recover.
What is WhatsApp quality rating?
On the WhatsApp Business Platform, Meta rates quality at two levels:
- Phone number quality rating. Based on how your recent messages were received, with more weight on recent feedback. Negative signals include customers blocking your number, reporting it, and the reasons they choose when they do.
- Template quality rating. Each approved template also gets a score: High, Medium, Low, or "Quality pending" for new templates. Meta uses negative feedback, read rates and overall engagement to set it.
You can see both in WhatsApp Manager inside Meta Business Suite. Template ratings appear under Manage templates. If you use a platform built on the official Cloud API, it reads the same data from Meta.
What changed in October 2025
Meta reworked messaging limits on 7 October 2025, and that changed how quality affects you. As of November 2026, according to Meta's developer documentation:
- Messaging limits are now set per business portfolio, shared by all numbers in it, instead of per phone number.
- The old "Flagged" state no longer exists, and a drop in quality rating no longer downgrades your messaging limit automatically.
- However, moving up to a higher messaging limit still requires high-quality messages across all your numbers and templates. A low rating effectively freezes your growth.
So a poor rating hurts less instantly than it used to, but it still blocks scaling, triggers template pauses, and can draw policy action. Meta can change these rules again, so check the current documentation. Our post on WhatsApp messaging limits and tiers covers the scaling rules.
Why numbers get flagged, paused or restricted
"My number got blocked" usually means one of three different things.
| What you see | What it usually means | Typical cause |
|---|---|---|
| Template shows "Low quality" or paused | Customers reacted badly to that template | Irrelevant offer, too frequent, unknown sender |
| Template disabled | Paused repeatedly and quality did not improve | Same template kept sending despite complaints |
| Warning or restriction in Business Support Home | A policy violation | Spam, wrong template category, restricted products |
| Messages stop at your limit | You hit your 24-hour messaging limit | Campaign bigger than your current tier |
Template pausing
When a template's quality falls to Low, Meta pauses it to protect users. As of November 2026, the first pause lasts 3 hours, the second 6 hours, and the third time the template is disabled. A paused template cannot be sent, so any campaign using it stops.
Policy enforcement
Separate from quality, Meta enforces its Business Messaging and Commerce policies. Meta's documentation describes a warning first, then escalating restrictions for repeat violations: 1 or 3 days without template messages, then 5, 7 or 30 days without any messages, then an account lock, and finally permanent disablement. Serious harms such as scams can lead to immediate removal.
The usual reasons behind it
- Messaging people who never opted in, especially bought or scraped databases.
- Old lists of customers who do not remember your brand.
- Sending marketing messages too often.
- Generic, salesy templates with no personal context.
- No way to opt out, so people block instead.
- Putting promotional content in a utility template.
- Promoting restricted categories such as alcohol, tobacco, gambling or adult products.
How to recover your WhatsApp quality rating
- Stop the bleeding. Pause running campaigns, especially to large or old lists.
- Find the culprit. In WhatsApp Manager, check which templates are Medium or Low and which recent campaign went to which list.
- Clean your list. Keep only customers with clear opt-in and recent activity. Remove anyone who replied STOP or complained.
- Rewrite the template. Add the customer's name and context ("You bought X from us in March"), state the business name clearly, cut the hype and add an opt-out line. Submit it as a new template. See WhatsApp template message approval for tips.
- Restart small. Send to your most engaged customers first, such as recent buyers or people who messaged you in the last month, and watch the rating.
- Lean on conversations. Replies to customers who message you first, within the 24-hour window, do not need templates and build goodwill.
- Check Business Support Home. If there is a policy violation, read it carefully. You can request a review there; Meta says decisions usually take 24 to 48 hours, and not every violation can be appealed.
- Wait patiently. Quality is based on recent feedback, so it improves as new, well-received messages replace old complaints.
Prevention checklist
Use this before every campaign:
- Every contact on the list gave opt-in for this type of message. Read our WhatsApp opt-in guide.
- The list is recent and segmented, not "everyone we ever had".
- The template names your business and gives a reason this person is receiving it.
- The template is in the correct category (marketing vs utility).
- There is a clear "Reply STOP to unsubscribe" or opt-out button.
- You are not sending more than one or two marketing messages a week to the same person.
- You have staff or an AI chatbot ready to answer replies quickly.
- You checked the campaign size against your current messaging limit.
- You have tested the message on a small group first.
AiSender helps with several of these: it skips customers who replied STOP, shows sent, delivered and read reports so you can spot weak templates, and lets you schedule smaller batches instead of one giant blast. If you are planning a large campaign, our bulk WhatsApp marketing guide has more on safe sending.
A template that tends to be well received
Hi {{1}}, aapki AC servicing ko 6 mahine ho gaye hain. Is hafte booking par free gas check milega. Slot book karne ke liye reply karein. - CoolCare Services. Reply STOP to unsubscribe.
It is personal, relevant, timely, names the business and offers an easy exit.
FAQ
What is a good WhatsApp quality rating?
High (green) is what you want. Medium (yellow) is a warning to fix your targeting or content. Low (red) means many customers are reacting badly and templates may be paused.
Does a low quality rating reduce my messaging limit?
As of November 2026, no. Since Meta's October 2025 change, a quality drop does not automatically downgrade your limit, but you need high-quality messages to scale up, and policy violations can still lead to restrictions.
How long does it take to improve quality rating?
Meta does not give a fixed time. The rating is based on recent feedback, so it usually improves after you send well-targeted messages for some days with fewer blocks and reports.
Can a restricted WhatsApp number be restored?
Many restrictions are time-bound and lift automatically. You can also request a review in Business Support Home. Repeated violations can lead to permanent disablement, so fix the root cause first.
