The WhatsApp messaging limit is the number of unique customers your business can start conversations with in a rolling 24-hour period using template messages. As of November 2026, new business portfolios start at 250, can unlock 2,000 by verifying the business, and then scale automatically to 10,000, 100,000 and unlimited by sending good-quality messages and using at least half the current limit. Separately, Meta may cap how many marketing messages an individual customer receives.
Meta changed these rules significantly on 7 October 2025, so many older articles are now wrong. Here is how it works today, based on Meta's developer documentation. Meta can change it again, so treat the numbers as "as of November 2026".
What the WhatsApp messaging limit counts
- It counts unique phone numbers, not messages. Sending three templates to the same customer in a day uses one slot.
- It counts only messages sent outside a customer service window, which in practice means template messages to customers who have not messaged you in the last 24 hours.
- It is a rolling 24 hours, not a calendar day.
- Replies to customers who message you first do not count. A customer who sends "Hi" opens a 24-hour window, and your replies in that window are outside the limit.
So a clinic replying to 5,000 patient enquiries a day is fine at any tier. A clinic sending appointment reminders to 5,000 patients who have not messaged recently needs a limit of at least 5,000.
The October 2025 change: portfolio-level limits
Before October 2025, each phone number had its own limit and started from scratch. Now:
- Limits belong to the business portfolio (your Meta Business account), and all numbers in it share one limit.
- A new number added to an existing portfolio gets the portfolio's limit immediately.
- One number can use up the whole portfolio's allowance, so plan if several branches share a portfolio.
- The old "Flagged" state is gone, and a drop in quality rating no longer automatically lowers your limit.
- Upgrades now happen within about 6 hours of meeting the criteria, instead of 24.
WhatsApp messaging limit tiers (as of November 2026)
| Level | Unique customers per rolling 24 hours | How you get there |
|---|---|---|
| Starter | 250 | Default for a new business portfolio |
| 2K | 2,000 | Business verification, or 2,000 delivered template messages in 30 days, then Meta approval |
| 10K | 10,000 | Automatic scaling |
| 100K | 100,000 | Automatic scaling |
| Unlimited | No cap | Automatic scaling |
Reaching 2,000
Meta's documentation lists three paths, any one of which works:
- Verify your business in Meta Business Suite with your GST certificate, registration documents or similar.
- Have your solution partner verify it, if a partner onboarded you.
- Send 2,000 delivered template messages outside customer service windows to unique customers within a 30-day period, using high-quality templates.
After you complete a path, Meta reviews your message quality and either approves you for 2,000 and automatic scaling, or defers or rejects it with a reason. Business verification is usually the quickest route for a registered Indian business, and it also helps if you later apply for WhatsApp green tick verification.
Automatic scaling beyond 2,000
Once you are at 2,000, Meta raises you one tier when both of these are true:
- Your messages across all numbers and templates are high quality.
- In the last 7 days, you used at least half of your current limit.
For example, at 2,000 you need to have messaged at least 1,000 unique customers in the past week. Meet both conditions and your limit typically rises to 10,000 within about 6 hours.
How to move up faster, safely
- Complete business verification early, before your first big campaign.
- Use your limit steadily. A coaching institute that sends one 1,200-student fee reminder each week is building toward the next tier. Sending nothing for weeks and then 50,000 at once is not.
- Send to engaged customers first. Recent buyers and enquirers react well, which protects your WhatsApp quality rating.
- Mix in utility messages. Order updates, payment receipts and reminders count toward usage and are usually well received.
- Split big lists into scheduled batches. On AiSender, you can schedule campaigns up to 15 days ahead, so a 6,000-customer festive campaign can go in batches as your limit grows.
- Keep opt-out easy. Blocks hurt quality and quality controls scaling. Read our WhatsApp opt-in guide.
You can see your current limit in WhatsApp Manager under Account tools, Messaging limits.
Per-user marketing message limits
There is a second, separate limit that confuses many businesses. WhatsApp may limit how many marketing template messages a single person receives from businesses over a period, especially if that person is less likely to engage. Meta looks at their recent marketing read rate and how many messages they get from friends, family and businesses.
Key points, as of November 2026:
- Meta does not publish the exact number, and it adjusts over time.
- It applies to marketing templates, not utility or authentication messages.
- When a message is held back for this reason, the API reports error 131049.
- If the customer replies, a 24-hour window opens and marketing messages sent inside that window do not count toward the cap.
- Meta advises waiting at least 24 hours before retrying a customer who hit the cap. Repeated quick retries can block further attempts to that customer for up to 24 hours.
- WhatsApp currently does not deliver marketing templates to US (+1) phone numbers.
What this means for your campaigns
Some failures in a marketing campaign are normal and not a sign your number is in trouble. On AiSender, failed messages are refunded to your prepaid wallet, so you pay only for what Meta delivers. To reduce these failures:
- Make marketing messages worth opening, so your customers keep engaging.
- Use buttons or questions that invite a reply.
- Send transactional updates as utility templates, which are a different category. Our post on WhatsApp Business API pricing in India explains the categories and per-message charges.
- Do not resend the same offer to failed numbers immediately.

FAQ
What is the WhatsApp messaging limit for a new account?
As of November 2026, a new business portfolio can message 250 unique customers outside a customer service window in a rolling 24 hours. Verifying your business is the usual route to 2,000.
Does the messaging limit apply to replies?
No. When a customer messages you first, you can reply within the 24-hour window without it counting toward your messaging limit.
How do I increase my WhatsApp messaging limit to unlimited?
After reaching 2,000, keep sending high-quality messages and use at least half your current limit over 7 days. Meta then moves you up one tier at a time: 10,000, 100,000 and unlimited.
Why did my marketing message fail with error 131049?
The customer has reached WhatsApp's per-user marketing limit for now. Wait at least 24 hours before trying again, and focus on more engaging content.
