WhatsApp Business API pricing in India has two parts: what Meta charges for each delivered message, and what your platform charges on top. Meta's charge depends on the message category (marketing, utility, authentication or service) and the customer's country, so a festive offer costs more than an OTP. Once you know your mix of messages, estimating a monthly bill is simple arithmetic.
This guide explains how the pricing works as of November 2026, what is free, what platforms add, and how to estimate your own cost. Meta changes rates and rules regularly, so always confirm the latest numbers on Meta's official rate card before you plan a big campaign.
How WhatsApp Business API pricing works in India
On 1 July 2025, Meta moved from conversation-based pricing to per-message pricing. Today:
- You are charged only when a message is delivered. Failed messages are not charged by Meta.
- Messages customers send to you are free.
- The price depends on the category of the message and the recipient's country code. India (+91) has its own rates on Meta's rate card.
- Business-initiated messages must use a Meta-approved template, and every template has a category.
As of 2026, Meta also bills Indian businesses in Indian rupees. Meta has said all India accounts must move to INR billing by 31 December 2026, so if you pay Meta directly, check your Billing Hub settings.
The four message categories
| Category | What it is for | Example | Relative cost |
|---|---|---|---|
| Marketing | Offers, launches, festive greetings, re-engagement | "Diwali sale: 20% off till Sunday" | Highest |
| Utility | Updates about an order, booking or account the customer already has | Order shipped, fee due, appointment reminder | Low |
| Authentication | One-time passwords and login codes | "Your OTP is 482913" | Low |
| Service | Free-form replies inside the 24-hour customer service window | Answering "Is this available in size M?" | Free allowance, then charged |
A few points that trip people up:
- Category matters more than wording. If a "utility" template contains a discount or a promotion, Meta can recategorise it as marketing, and you will be charged the marketing rate. Read our guide on template message approval.
- Authentication has an international rate. Some businesses that send OTPs to Indian numbers from outside India may pay a higher "authentication-international" rate. Most Indian businesses pay the standard India rate.
- Volume discounts apply only to utility and authentication. As your monthly volume in those categories grows, the per-message rate steps down in tiers. Marketing has no volume tiers.
What is free (and what changed in October 2026)
Until recently, replies within the 24-hour window were completely free. That changed on 1 October 2026. As of November 2026:
- Service messages: Each business phone number gets 1,000 free service messages per month. After that, service replies are charged per delivered message. Unused messages do not carry forward.
- Utility templates sent inside an open 24-hour window: These used to be free and are now charged at the utility rate.
- Free entry points: When a customer messages you by tapping a Click-to-WhatsApp ad or the WhatsApp button on your Facebook Page, a free entry point window opens. During this window, all your messages to that customer are free, including templates. Meta set this at 72 hours and has been extending it to up to 7 days for Click-to-WhatsApp ads opened on mobile. Check Meta's documentation for the current duration.
Make sure a valid payment method is on file. Meta has said that service messages beyond the free tier will not be delivered if the account has no way to pay.
What platforms add on top
Meta's charge is only one part of your bill. Platforms built on the WhatsApp Business Platform charge for their software, usually in one of these ways:
- Monthly subscription with plan limits on agents, contacts or features.
- Markup per message added to Meta's rate.
- Setup or onboarding fees.
- Prepaid wallet where you top up and pay as you send.
When you compare platforms, look at the total cost per message plus fixed monthly fees, not just the headline plan price. Also check whether GST invoices are provided, whether failed messages are refunded and whether you can see the cost before a campaign goes out.
AiSender uses a prepaid wallet with no monthly fee. The cost of each campaign is shown before you send, GST invoices are provided, and failed messages are refunded to your wallet. You can check the current rates on aisender.io.
How to estimate your monthly cost
Use this checklist to build your own estimate:
- List your message types. Offers, order updates, reminders, OTPs, chat replies.
- Assign a category to each: marketing, utility, authentication or service.
- Estimate monthly volume for each category, counting only messages to Indian numbers separately from international ones.
- Subtract free messages. Remove the 1,000 free service messages per number, plus any messages sent inside free entry point windows from ads.
- Multiply by the current rate for each category from Meta's rate card, plus your platform's markup if any.
- Add fixed fees like subscriptions, then add GST.
- Keep a buffer of 10 to 15 percent, because delivery volumes vary and Meta can change rates.
Worked example: a D2C clothing brand
This is an illustrative example only. The rates below are assumed round numbers to show the method. They are not Meta's actual rates. Replace them with the current India rates from Meta's rate card.
Assumed rates for this example: marketing ₹1.00, utility ₹0.15, authentication ₹0.15, service ₹0.15 per delivered message.
| Message type | Category | Monthly volume | Free | Billable | Assumed rate | Cost |
|---|---|---|---|---|---|---|
| 4 offer campaigns to 5,000 customers | Marketing | 20,000 | 0 | 20,000 | ₹1.00 | ₹20,000 |
| Order and shipping updates | Utility | 6,000 | 0 | 6,000 | ₹0.15 | ₹900 |
| Login OTPs | Authentication | 2,000 | 0 | 2,000 | ₹0.15 | ₹300 |
| Customer chat replies | Service | 3,500 | 1,000 | 2,500 | ₹0.15 | ₹375 |
| Total (before platform fees and GST) | ₹21,575 |
Two lessons jump out. First, marketing is almost the whole bill, so better targeting saves the most money. Sending to 3,000 engaged buyers instead of 5,000 cold contacts would cut that line by 40 percent. Second, utility, authentication and service messages are cheap enough that you should never avoid helpful updates to save money.
Five ways to keep costs down
- Segment your list. Send offers to people who bought or clicked recently instead of everyone. Our bulk WhatsApp marketing guide covers segmentation.
- Use Click-to-WhatsApp ads so new conversations start inside a free entry point window.
- Let a chatbot answer common questions quickly, so fewer chats drag on across multiple windows.
- Write templates in the correct category so they are not recategorised as marketing.
- Clean your list. Remove numbers that are not on WhatsApp and customers who replied STOP. Undelivered messages are not charged by Meta, but bad lists hurt your quality rating.
